The tax, which targets foreign owners of properties in Whistler that are occupied for fewer than 28 days a year, has sparked debate and concern among resort town stakeholders.

Brown’s central message to the committee was a call for an exemption for foreign owners whose properties fall under the category of Resort lands, primarily designated for nightly rental accommodations. He argued that these properties are inherently meant for tourist accommodation and should not be subject to the same tax regulations as residential properties.
Dave Brown emphasized during his testimony that “the tax unfairly penalizes non-Canadians who have invested in our resort. “Moreover, it has significant repercussions, as it effectively removes potential tourist accommodations from the rental market, contrary to their intended purpose.”
His presentation highlighted the nuanced challenges facing Whistler’s real estate market, where the balance between residential housing and tourist accommodations is delicate. Brown stressed that while foreign investment plays a crucial role in the vitality of the resort economy, punitive measures such as the underused housing tax risk undermine the town’s attractiveness to international investors.
